components of the Proposed Initial Phase. These are the
anticipated costs including engineering, land acquisition,
utility adjustment, environmental mitigation and
construction costs. These costs include inflation and
contingences. The inflation calculations are based on
construction beginning as early as 2010 and lasting four to
six years.
